Laing O’Rourke and Bouygues Travaux Publics joint venture Bylor has complied with a fire enforcement notice issued over safety failings at Hinkley Point C.
The Office for Nuclear Regulation (ONR) issued the notice in December after identifying shortcomings in fire safety arrangements at the nuclear power station construction site.
Bylor was censured under fire safety legislation after the ONR found that it had failed to implement effective planning, organisation, control, monitoring and review of preventive and protective measures.
In a statement this month, the ONR said: “Bylor JV has now demonstrated to the Office for Nuclear Regulation (ONR) that it has suitable systems in place to manage fire risks effectively.”
The regulator said there were no consequences for employees, the public or the environment as a result of the shortcomings identified in December.
However, the ONR identified the potential for harm and a risk of serious injury. This led the regulator to take enforcement action against the joint venture.
Bylor was ordered to complete the required improvements by 30 June 2026. Until then, the joint venture was expected to manage the identified fire risks appropriately, according to the ONR.
The enforcement notice followed the regulator’s concerns over Bylor’s arrangements for managing fire safety at the Hinkley Point C construction site.
At the time the notice was issued, a spokesperson for Hinkley Point C said: “We are working closely with our main civils contractors, Bylor, to ensure that the appropriate enhancements are made to address the matters identified by the regulator.
“Safety is our overriding priority, and we are already acting to oversee improvements.”
The ONR has now confirmed that Bylor has demonstrated that suitable systems are in place to manage fire risks effectively.
