Homes England launches new dynamic purchasing system

Homes England has launched a delivery partner dynamic purchasing system that will come into effect completely starting from 1st September 2021.  The initial applications were opened on 24th May 2021. This move of the new system will help the ones planning to build homes while accessing Homes England land much easily.

This revamp to land disposals will be one of the greatest approaches of the UK Government’s delivery agency. The Delivery Partner Dynamic Purchasing System, (DPS) marks a significant shift in the way the agency procures housebuilders.

This will also be a much of increase in accessibility and flexibility. Housebuilders will be able to join the agency’s list of preferred developers whenever they choose. The DPS will replace the existing Delivery Partner Panel (DPP£), which housebuilders and developers are currently only able to join when it is renewed, once every four years.

The DPS will also be available to Homes England’s public sector partners. This is to help them procure a developer or contractor to build homes on sites they own. Applications are being sought from housebuilders who share Homes England’s ambitions to build more sustainably.

High-quality design and placemaking will be the aim of this process. Homes England is also simplifying access for smaller developers and new entrants by switching from a framework to a DPS, helping to further diversify the market.

The application process will also take the size of the developer into account. Successful applicants will become members of the DPS and applications will then reopen on an ongoing basis, enabling new market entrants to join at any time.
