The contractor is entering into a pre-construction services agreement for The Fenner ahead of a planned start on site later this year.
Stiff + Trevillion has designed the estimated £60m refurbishment of the existing building at 26 Red Lion Square, which will be transformed into eight floors of Grade A workspace over a two-year construction programme.
The scheme will include new façades facing Theobalds Road and Red Lion Square, upgraded ground-floor amenities and more than 9,000 sq ft of roof terraces.
Railpen is targeting BREEAM Outstanding, EPC A and NABERS 5-star ratings for the project, while retaining and reusing significant elements of the existing building structure.
Five contractors competed for the project, with Kier selected based on the strength of its team and its track record delivering major schemes in central London.

The contract adds to Kier’s growing pipeline of major refurbishment and retrofit projects across London.
Last month, the contractor secured Derwent London’s £99m Holden House redevelopment on Oxford Street, as well as The Crown Estate’s 90,800 sq ft refurbishment of the Grade II-listed 10 Piccadilly.
The Fenner forms part of Railpen’s wider refurbishment and development programme, which covers around 600,000 sq ft of commercial space across London and Birmingham.
