Gloucestershire Unveils £60m Contract for Major Highways Upgrade

Gloucestershire County Council is planning to introduce a new four-year highways framework to replace its current mix of one-off tenders with a streamlined, multi-supplier agreement. The updated model will be split across two lots: general highways schemes and structures/geotechnical works. Reports Contract Journal

Call-off contracts will range in value from £500,000 to £10 million, with the aim of accelerating the delivery of major road projects while reducing procurement lead times.

Before the formal tender is issued, the council is inviting feedback on the proposed structure.

Key features under review include the adoption of NEC4 contracts, a quality/price weighting of 70:30 at the framework level and 30:70 at the call-off stage, and the incorporation of social value metrics through the Social Value Portal.

Lot 1 will cover highways projects valued between £500,000 and £10 million, while Lot 2 will focus on structural and geotechnical works ranging from £250,000 to £10 million.

The framework is scheduled to come into effect at the beginning of 2026.
