The 110,000 sq ft Brunswick Street development for the Government Property Agency will be delivered over an estimated two-year programme, with the new hub scheduled to be ready for occupation in early 2028.
Kier has been on site since September, undertaking early works including ground remediation to remove legacy fuel tanks and existing concrete slabs. This enabling phase is due to finish by mid-January, paving the way for the main construction works to begin.
Offsite manufacturing will play a central role in delivering the town centre scheme. Kier’s in-house mechanical and electrical team is prefabricating critical components, such as service risers, to minimise on-site labour requirements and reduce programme risk.
The building envelope will also make extensive use of pre-cast concrete panels, complemented by vertical brick piers and deep-set windows.
Designed by AtkinsRealis, the project is targeting high sustainability standards, including BREEAM Excellent certification, an EPC A rating and a NABERS 5-star score for operational energy performance.
The Darlington development forms a flagship element of the Government Hubs Programme, which seeks to consolidate civil service offices into modern, energy-efficient buildings while driving regional economic growth through the regeneration of brownfield land.
On completion, the building will serve as the permanent home of the Darlington Economic Campus, accommodating more than 1,600 civil servants from departments such as HM Treasury, the Office for National Statistics and the Department for Culture, Media and Sport.
