The EC2 Phase 1a infrastructure package includes extensive highways, utilities, structural and public realm works designed to unlock the new commercial core of the development around Ebbsfleet International station.
The programme will pave the way for the creation of a new urban quarter, delivering offices, homes, retail, food and beverage, and leisure facilities centred on the international rail hub.
On completion, Ebbsfleet Central is set to provide up to 485,000 sq m of mixed-use floorspace, comprising approximately 2,100 homes, 100,000 sq m of office accommodation and 10,000 sq m of retail and leisure space.
Ebbsfleet Development Corporation is allowing flexibility within the procurement strategy, enabling bidders to tender for both available lots. Up to five contractors per lot will be shortlisted.
Preferred bidders will be appointed under a Pre-Construction Services Agreement (PCSA) and will work through RIBA Stage 4 to agree a fixed contract sum using an open-book approach, subject to final government approval.
Construction is programmed to commence in April 2028 and run through to May 2030, with provision for a potential three-month extension.
The scheme forms a key part of the wider Ebbsfleet Garden City vision, which aims to deliver up to 15,000 homes alongside a new civic and commercial centre for North Kent focused around Ebbsfleet International station.
The deadline for enquiries is 2 February 2026, with tenders to be submitted by midday on 16 February 2026 via EDC’s InTend portal.
