Universal has officially submitted a request to the Ministry of Housing, Communities and Local Government to bypass the standard local planning process and secure direct planning approval for its proposed resort development. Reports Contract Journal
If approved, the scheme would mark Universal’s first branded theme park in Europe, complete with multiple themed lands, immersive attractions, on-site hotels, and a comprehensive mix of retail, dining, and entertainment options.
Construction could begin as early as next year, subject to the secretary of state’s approval, creating around 20,000 construction jobs, with up to 5,000 workers expected on site during peak activity.
Located on the site of the former Kempston Hardwick brickworks, the development will undergo a five-year build programme. The park is scheduled to open in 2031 and is projected to attract 8.5 million visitors in its debut year.
The project is also set to unlock long-awaited transport infrastructure upgrades, including a larger Wixams railway station, new direct access roads from the A421, and wider regional road improvements.
Universal said: “Over the past year, we’ve worked closely with Bedford Borough Council, surrounding local authorities, national government, and key transport and environmental stakeholders, as well as local communities.”
Public consultation held in April 2024 showed overwhelming support for the proposal, with more than 92% of residents backing the plans.
