Full planning permission has already been secured for the development, with the council progressing infrastructure and enabling works ahead of appointing the main contractor.

The scheme will be delivered in a single phase, covering the construction of homes, roads, utilities, landscaping and public open spaces.

Eastleigh Borough Council will use an initial qualification stage to shortlist four bidders before inviting them to submit full tenders for the project.

Final tender submissions will be assessed against quality and cost, weighted at 70% and 30% respectively. The council will also retain the option of conducting a best and final offer round before making its final decision.

Construction is scheduled to begin in the third quarter of 2027, with the first homes expected to be completed in early 2028. The entire development is targeted for completion by late 2030.

The successful contractor is expected to be appointed in April 2027.

Qualification submissions must be received by noon on 11 November, while the deadline for clarification questions is 6 November.
