More than 100 contractors, including Costain, Galliford Try, Graham, Kier, Morgan Sindall and Skanska, have been appointed to a £4.3bn national civil engineering and enabling works framework.
The four-year framework is being operated by Pagabo on behalf of public procurement organisation YPO. It names 109 suppliers across 13 lots covering highways, rail, water, energy, aviation, nuclear and defence, demolition and groundworks.
The framework has an estimated value of £4.295bn including VAT, although the award notice states that the total value may be distributed between the individual lots.
It is scheduled to run from October 2026 until September 2030 and will be available to public-sector organisations across the UK.
Major contractors among the 109 appointed suppliers include Balfour Beatty Rail, Costain, Galliford Try, Graham, John Sisk & Son, Kier, Morgan Sindall, Skanska and VolkerFitzpatrick.
Other firms appointed to the framework include AmcoGiffen, Amey Highways, Breheny Civil Engineering, Eric Wright Civil Engineering, Esh Construction, Galldris, JN Bentley, Knights Brown, M Group Highways, McLaughlin & Harvey, Octavius Infrastructure, Story Contracting, Taylor Woodrow and Winvic.
The new framework brings together the scopes previously covered by Pagabo’s National Framework for Civils and Infrastructure and its National Framework for Demolition and Land Preparation.
It is designed to provide public-sector clients with access to civil engineering and infrastructure services, as well as demolition and land preparation works.
Specialist civil engineering lots cover highways, rail, water and environmental works, maritime projects, energy, aviation, nuclear and defence, and rail systems.
The enabling works section includes dedicated lots for demolition, land remediation and groundworks, as well as full enabling works.
The remediation and groundworks lot covers activities including contaminated land remediation, bulk earthworks, ground improvement, piling, foundations and drainage.
Separate collaborative partner positions have also been included for civil engineering and enabling works across England and Wales, Scotland and Northern Ireland.
The award decision was made on 15 September, with the framework expected to be formally signed from 28 September.
