£35m Hereford Western Bypass Project Set to Go Out to Tender

Herefordshire Council is preparing to launch a tender this September for a three-year construction contract to deliver a key section of the Hereford Transport Package – a link road connecting the A49 and A465. Reports Contract Journal

The long-delayed project, originally paused in 2019, has been revived and rebranded as Phase 1 of the 8km Western Bypass, with the council’s cabinet now moving forward with its development.

Engineering consultancy AECOM has been appointed to lead the design development and procurement planning. The upcoming contract is expected to include a mix of contractor-led design elements and traditional civil construction work.

Construction is planned to begin in January 2026, with completion targeted by the end of 2028.

The council has allocated £30 million for the construction phase and has already committed £10.3 million towards development work, which includes £1.79 million in consultancy fees.

However, the project has faced criticism from environmental groups. Herefordshire Wildlife Trust has voiced concerns about the potential impact on the River Wye and nearby habitats, noting that the proposed route could cut through sensitive grassland and woodland areas.

Despite ongoing opposition, the council is pressing ahead with its full business case and plans to seek government support for future phases of the full bypass.
