Race heats up for £80m Harrow Road housing scheme in London

The project will deliver 144 new homes across three buildings rising to 15, 10 and five storeys. Half of the properties will be affordable or Adult Social Care homes at social rent, with the remainder available for private sale. Reports Contract Journal

Designed with passive principles and a fabric-first approach, the scheme targets a 70% reduction in carbon emissions compared with baseline levels – double the Greater London Authority’s 35% requirement. Energy efficiency will be supported by air source heat pumps and rooftop solar panels.

Bidders must demonstrate an annual turnover of at least £250m. Those shortlisted will be required to show strong credentials in design development, compliance with the Building Safety Act, second-stage cost certainty, and the delivery of social value. Sustainability performance will also form a key part of the evaluation process.

Westminster City Council will shortlist up to four bidders at the pre-qualification stage, with submissions due by 7 October. The contract award is scheduled for February 2026, with work expected to begin on site in March.

The construction programme is set to run through to July 2030
