The agreement could unlock one of the South Coast’s largest mixed-use regeneration projects, transforming a major brownfield site in the centre of Portsmouth that was previously occupied by the now-demolished Tricorn shopping centre.
The 13.25-hectare site has the potential to deliver up to 2,300 new homes alongside commercial and leisure space, as well as more than 240,000 sq ft of new public realm including a major urban park.
ECF, the regeneration partnership between Homes England’s National Housing Bank, Legal & General and Muse, will now assess development options for the site before moving towards a full development agreement.
The proposed regeneration will include a range of housing tenures alongside new workspace, leisure facilities and improved pedestrian connections. These improvements are intended to increase footfall in the area and support local businesses.
The development would form a significant part of Portsmouth’s wider regeneration strategy, bringing new homes, employment opportunities, commercial activity and enhanced public spaces to a prominent city-centre location.
ECF chairman Sir Michael Lyons said: “We’re looking forward to working with Portsmouth City Council over the coming months to explore the site in detail, test what’s deliverable here, and build the case for how we might take this forward together.”
