The new £1bn Legacy Concrete Roads Reconstruction (LCRR) Framework has been unveiled, replacing the current £400m five-year arrangement that prioritized maintenance and repairs over full reconstruction. Set to launch in November, the updated framework marks a strategic pivot toward comprehensive reconstruction projects, with anticipated spending roughly doubling compared to its predecessor. Under the outgoing framework, Morgan Sindall and John Sisk have led major reconstruction efforts, while lifecycle extension works were managed by VolkerFitzpatrick, Colas, Dyer & Butler, and Tarmac. The next iteration will expand this scope, prioritizing complete road reconstruction to address aging infrastructure more holistically.
Applications for the revamped framework are due in March, with contractors expected to align their bids with the heightened focus on large-scale renewal. The six-year duration of the LCRR Framework is designed to synchronize with the Road Investment Strategy 3 (RIS3) funding cycle (2025–2030) while bridging into the initial phase of RIS4 (2030–2035). This extended timeline ensures continuity in delivery and funding across critical national infrastructure planning periods.
