Hampshire Council Seeks Contractor for £100m Housing Project

The contract is expected to be worth around £100m, making it one of the largest local authority housing opportunities currently available in the UK construction market.

The project covers the Upper Acre parcel within the 310-acre One Horton Heath mixed-use development to the east of Eastleigh and will deliver 424 mixed-tenure homes, together with new roads, utilities, landscaping, public open space and supporting infrastructure.

The scheme represents the second residential phase of the wider One Horton Heath masterplan, which will provide a total of 2,500 new homes.

Wates is currently delivering the first residential phase at One Horton Heath, comprising 381 homes on the Lower Acre parcel.

Eastleigh Borough Council plans to award the construction contract in January 2027, with work expected to begin on site the following month.

The first homes are scheduled for completion in September 2027, while the final properties are expected to be handed over by May 2030.

Planning permission for the development has already been secured following reserved matters approval in March, with major infrastructure serving the wider scheme either completed or currently under construction, enabling the next housing phase to move forward.
