Muse appoints London Crown Estate MD as new leader

Harding-Roots is set to take the helm of Muse’s southern business at the end of the month, focusing on driving growth and strengthening partnerships with ECF and Habiko across the region. Reports Contract Journal

In his role as managing director for London at The Crown Estate, he was responsible for overseeing a 10m sq ft, £8bn portfolio, which included delivering a £2.5bn programme of major projects.

His experience also includes serving as executive director of Major Projects at Grosvenor Group, alongside senior positions at Imperial College London and the Treasury Holdings Group.

Phil Mayall, Managing Director at Muse, said: “Simon joins us with significant experience delivering complex and impactful regeneration.

“His pedigree, working across London and the South, will help drive our growth in the region and support established and emerging delivery partnerships.

“We also see ECF and Habiko playing an important role across London and the South. Simon is well placed to enable the expansion these critical national partnerships, creating high-quality new places which deliver the homes, retail, and public spaces communities deserve.”

In 2024, ECF—the placemaking partnership between Muse, Legal & General, and Homes England—doubled in scale to £400m. Meanwhile, Habiko, a joint venture established in 2024 between Pension Insurance Corporation, Muse, and Homes England, aims to deliver 3,000 affordable, low-carbon homes over the next 10-12 years.
