SCAPE Invites Bids for £8bn Construction Framework

The Construction Works and Services Framework will cover England, Wales and Northern Ireland. It is expected to run from 2027 to 2031, with an option to extend for a further two years.

SCAPE plans to appoint three delivery partners to each lot, giving public sector clients greater choice when selecting contractors for individual projects.

The largest package is the £4 billion general construction lot for England. It will cover projects ranging from small works to major schemes worth more than £500 million.

A separate £2 billion England residential lot will cover housing construction, decarbonisation, retrofit and maintenance. It will also include projects valued at more than £500 million.

Wales will have a £1 billion construction and housing lot covering projects from smaller works through to schemes worth more than £150 million.

Northern Ireland will be split between two lots. A £250 million lower-value lot will cover projects worth up to £15 million, while a £750 million upper-value lot will cover schemes valued at £10 million and above.

The framework has been redesigned following consultation with public sector bodies and more than 100 construction industry organisations.

It replaces SCAPE’s existing construction framework, which has delivered more than 240 completed projects and has a further 100 schemes currently live.

Current framework incumbents include Graham, Kier, Mace, McLaughlin & Harvey, Morgan Sindall, Sisk and Willmott Dixon.

The new framework follows the launch this month of SCAPE’s separate £8.5 billion Defence and Complex Environments Framework.

Craig Murphy, director of frameworks at SCAPE, said: “Informed by extensive market engagement with both contractors and public sector organisations, SCAPE’s Construction Works and Services Framework responds to an evolved legislative environment alongside demand for greater choice and flexibility over delivery partners.”
